Notice of Intent to Sole Source to Fesharaki Associates Consulting & Technical Services, Inc.

The Department of Energy, Energy Information Administration (EIA), intends to issue a firm fixed price sole source award utilizing Simplified Acquisition Procedures for Certain Commercial Products to Fesharaki Associates Consulting & Technical Services, Inc. to procure a subscription to a full membership to online services for the FACTS Global Energy Iran Oil & Gas Retainer Service and related services. Fesharaki Associates Consulting & Technical Services is the only source that regularly delivers information solely on Iran’s oil exports and revenue generation, new oil refinery construction, new oil and gas pipeline construction, new refinery investments, construction budgets, and interactions with neighboring countries, such as Pakistan. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received within fifteen (15) calendar days after publication of this notice, then a sole source acquisition award will be made.
