The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Mainstream Engineering Corp. of Rockledge, FL to complete an engineering design effort in order to integrate the Mainstream Engineering developed diesel generator into the autonomous track geometry (ATGMS) power supply system. The justification is as follows. Mainstream Engineering recently completed phase one of an FRA ATGMS technologies project, which developed a small scale diesel generator for railway applications. FRA requires a contractor to complete this engineering design effort in order to integrate the diesel generator into the ATGMS power supply system. As the phase one contractor, Mainstream Engineering is uniquely qualified to complete the work as it designed the generator and performed all of the other related work in the project's first phase. Utilization of another contractor to complete this work would cause significant delays, administrative and technical burdens, and increased costs as it would require a substantial amount of effort to bring another contractor up to speed and to fully familiarize that contractor with the project, as well as it would require expending considerable additional resources to insure a seamless transition midway through the project and to assure no decline in quality.
