This Special Notice is a BRAND-NAME-Justification in support of an EVENTUAL small-business-COMPETITIVE purchase of Webinar service / seminar service using ONLY Adobe Connect Webinar Service- which shall be sold / licensed to the U. S. Department of Transportation (DOT) by the authorized-reseller-small-business that wins the competition in the SOLICITATION that will be SEPARATELY-published HEREAFTER in FedBizOpps.. In other words, THIS Special Notice is NOT the Solicitation. This Special Notice is ONLY the BRAND-NAME-Justification for DOT's eventual purchase of ONLY Adobe Connect Webinar Service. See brand-name-justification-DETAILS given below. The Departmental Office of Civil Rights (DOCR) in DOT's Office of the Secretary needs to purchase Webinar service / seminar service using ONLY Adobe Connect Webinar Service, for DOCR's use over APPROXIMATELY the time-period running from late-September 2019 through APPROXIMATELY September 30, 2020. DOCR's special needs absolutely require that the Webinar / seminar service to be purchased be fully-capable of performing ALL of the following functions: Easily managers registration; AND provides templates and content for re-use; AND has a customizable registration form; AND features reminder, confirmation, trigger and ad-hoc e-mails; AND uses / accommodates dynamic multimedia and video teleconferencing; AND has multiple interactivity options; AND ensures that multiple audiences enjoy the same rich experience; AND has a customizable and persistent live environment design; AND features brand-able account and webinar room URLs; AND features a landing page and e-mail design control; AND has built-in, easy-to-use analytics; AND has Webinar engagement monitoring tools; AND features rich visual interpretations of data. Adobe Connect Webinar Service is the ONLY known-to-DOCR platform that can provide the above-described continuing level of service necessary to complete the training mission of DOCR, for the following reasons: •- Maintenance of Materials: Adobe Connect offers the unique ability to maintain materials in the seminar room even after individual sessions are completed. Without this key feature, DOCR would be forced to build the room each time a session is conducted. Additionally, this feature is critical to the tracking of participants for reporting to the learning management system. •- Control of Layouts: Adobe Connect allows the user to customize how the material appears on the screen. This is mandatory because of the statutory requirement for DOCR to provide close captioning of its training. Another unique feature is the Presenter Only Area, which allows hosts and presenters to communicate within the session without these conversations interrupting the training. •- Use throughout DOT: DOCR's need to use Adobe Connect exclusively is driven by the pervasiveness of it throughout DOT, i.e., the seminar room needed by DOCR will be a small component of the overall DOT Adobe Connect infrastructure. If some other platform were purchased, DOCR would be forced to seek out additional licenses, customer support, and training which are currently provided by DOT. For the compelling reasons outlined above, Adobe Connect Webinar Service must be the exclusive BRAND-NAME- choice to fulfill DOCR's needs. Nevertheless, any company OTHER THAN Adobe------which believes that its product can not only fulfill ALL of DOCR's needs as described above, but can also OVERCOME all of the above-described logistical and financial OBSTACLES associated with DOCR's use of any product OTHER than Adobe Connect Webinar Service-----shall e-mail a BRAND-NAME-Capability-Statement (but NOT an actual PROPOSAL) to
