SYNOPSIS I. DEVELOPMENT OF MARINE TRANSPORTATION SYSTEM (MTS) TO ADVANCE THE EXISTING MARITIME INFORMATION MANAGEMENT FRAMEWORK {Thursday, 1 May 2008} The U.S. Department of Transportation (DOT) Maritime Administration intends to acquire on a Sole Source Basis the highly specialized services for the development of Marine View ( hereinafter referred to as "MarView") that are deemed to be available only from Applied Enterprise Solutions, LLC (doing business as and hereinafter referred to as "AES"). This is being pursued on a sole source basis because the Maritime Administration believes AES is the only known source that can demonstrate the proven ability to perform successfully in all aspects of the project; AES has developed and built the entire MarView architecture and framework; AES has developed the conceptual hardware architecture for MarView; and, AES worked with the Government and vendors to procure, build and implement the physical architecture. In addition, AES originally developed every software build and release of MarView functionality and has performed the majority of the operation and maintenance of the MarView system. II. OVERVIEW: MarView is currently set to release the next iteration in May of 2008. This release and subsequent releases will be the most critical to MarView's success. The detailed requirements, complex developments coupled by the high visibility MarView has gained makes highlights the critical nature of these releases. These areas introduce significant challenges that require a contractor with extensive experience and knowledge of previously developed processes, tools, and lessons learned. III. BACKGROUND: MarView is essentially a research-type project. The overall objective of MarView is to provide electronic access (via portal technologies) to maritime data that is fused from numerous sources to enable better decision-making relative to the Marine Transportation System (MTS). The MarView Pilot was a preliminary release of functions and capabilities that currently exist within the Maritime Administration utilizing some automated facilities that have been previously developed and released on other projects. This effort allowed end users to have a tangible sample of what MarView will provide, based on existing, well defined data sources and queries. This version was used to communicate with stakeholders and users based on the functionality of the system, while also enabling research into technologies that can be used to easily integrated data from disparate systems and sources in a timely and cost efficient way. The MarView Live release is the initial fielding of the public release version of the MarView solution. The results of the pilot, combined with the functional requirements captured and analysis of technological solutions generates the design for the MarView solution. This design is implemented and fielded based on stakeholder driven requirements and business value delivered. IV. Statement of Work: The contractor shall provide services to plan and document the concept of operations, work breakdown structure, and project plan for achieving the MarView solution. The contractor shall provide various professional, technical and administrative support services, including personnel, equipment, and materials necessary for the efficient structuring and planning of this work. The contractor shall ensure high levels of service and expert technical proficiency. The contractor shall provide services associated with the MarView solution, including but not limited to, planning, design, development, deployment, operations, support, training, and disposal of the system. The system shall be fully documented in accordance with the U.S. Maritime Administration's policies. The contractor shall utilize the development environment, testing/staging environment, and production environment identified by the government's Contracting Officer's Technical Representative (COTR). At a minimum, and as appropriate for the Life Cycle Development Phase for the system documentation, deliverables in accordance with the Maritime Administration's System Development Life Cycle (SDLC) include, but are not be limited to: Needs Statement; Operational Requirements Document (ORD); Analysis of Alternatives (AA); Business Case; Configuration Management Plan (CMP); Acquisition Plan (AP); Project Management Plan (PMP); Risk Management Plan (RMP); Security Management Plan (SMP); Privacy Impact Assessment (PIA); Risk Assessment (RA); Quality Assurance Plan (QAP); Test and Evaluation Master Plan (TEMP); Interface Control Document (ICD); System of Records Notice (SORN); Functional Requirements Document (FRD); Data Management Plan (DMP); System Design Document (SDD) ; System Security Plan (SSP) ; Deployment Plan (DEPPLAN) ; System Administration Manual (SAM) ; User Manual (UM) ;Contingency Plan (CP) ;Integration Document (ID) ;Version Description Document (VDD) ;Operations and Maintenance Manual (OMM); System Test and Evaluation Report (STER); Approval to Operate (ATO); Lessons Learned; Customer Satisfaction Report (CSR); and, Disposition Plan (DISPPLAN). V. Required Skills and Experiences: The contractor must be able to display the unique combination of the required technical skills of common relation databases, advanced analytic and business intelligence tools, the use of multiple portal technologies, enhanced geospatial capabilities and possess the ability to assess and should have implemented new technologies rapidly. The Maritime Administration requires the following skills and experience levels to ensure success: 1. Highly trained and experienced developers and integrators in Documentum, Oracle, Crystal Reports, Visual RT, and other three-dimensional graphic rendering packages, middleware integration tool sets, and system development life cycle management tools, such as Borland Star Team, MEGA, etc.2. Highly trained and experienced engineers and project managers in implementing software development methodologies including the software development lifecycles of the U.S. Maritime Administration and the DOT.3. Highly trained and experienced information system expertise to document both current and proposed data interface and exchange requirements within DOT headquarters, as well as with other state and federal agencies and organizations with which it must interact. VI, LOCATION OF WORK: U.S Maritime Administration Headquarters Offices, Regional Offices, Continuity of Operations Program facility and contractor facility(ies). The work will predominately be performed in Washington, DC, New Orleans, and Mississippi. VII. PERIOD OF PERFORMANCE: NOT-TO-EXCEED ONE (1) CALENDAR YEAR. VIII. TOTAL ESTIMATED VALUE: The total estimated value is one million, nine hundred and sixty thousand and 00/100 dollars ($1,960,000.00) for maritime data collection, management, and dissemination activities to advance the existing Information Framework of the U.S. Department of Transportation (DOT) Maritime Administration. We anticipate issuing a contract on or about 15 May 2008 at www.fbo.gov and as http://ideasec.ndc.gov. The estimated value of this award is not expected to exceed eight hundred thousand dollars ($800,000.00) from issuance of the notice to proceed through 30 September 2008. IX. Applicable Provisions: The contract action is for services for which the Government has solicited and negotiated with only one source under the authority of FAR 6.302. The contractor, AES is the only entity that can provide the subject Information Technology (IT) services that require development as per FAR 6.302-1 (41 U.S.C. 253( c )(1) "Only One Responsible Source". TAM 1206.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. X. Capability statements: All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
