Description

The Federal Railroad Administration intends to award this procurement on a sole source basis to Ernest T. Selig, Inc., to conduct Phase III of Subsurface Evaluation of Railway Track Using Ground Penetrating Radar. This follow-on work builds on the accomplishments of the previous phases I and II, conducted by Ernest T. Selig, as part of a FRA-sponsored research grant to the University of Massachusetts at Amherst. Because of their extensive involvement and expertise, Ernest T. Selig is uniquely qualified to conduct the Phase III follow-on work. The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. This task is not a competitive Request for Proposal (RFP) and a competitive RFP is not available. See Note #22.
