The Bureau of Transportation Statistics plans to award a purchase order on an Other than Full and Open Competitive basis to Timberlake Consultants, Ltd.for programming changes in the statistical software called Structural Time Series Modeller and Predictor (STAMP). Timberlake Consultants, Ltd., the developer of the software, is the only known source with the expertise needed to make the software changes that will permit automation of the trending and statistical monitoring that is needed. This is not a request for proposals.
