NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Preventative Maintenance Inspection (PMI), Preventative Maintenance (PM) and Qualification Service (QS) for GERSTEL MPS Autosampler Rails and Solvent Filling Station. Announcement No: FDA-23-1262078 The Government hereby submits a notice of intent to award a sole source contract to Gerstel, Inc. for Preventative Maintenance, Repair Services and Qualification Services for the Cerulean Smoking Machine SM450. The total estimated value is less than $191K. This sole source contracting action a notice pursuant to FAR 5.203(a) for the requirement based on the application of FAR 6.302-1. This hereby constitutes a synopsis of this requirement. This is an award under NAICS Code 541990. Gerstel, Inc. is the sole-source vendor for preventive maintenance on the current Gerstel Multi-Purpose Autosampler purchased by Southeast Tobacco Laboratory. Gerstel, Inc is also the only vendor that can provide validated parts necessary for replacement or repair on the current Autosampler. To ensure that the Autosampler maintains its instrument qualifications this procurement should be sole sourced to Gerstel Inc.Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the FDA. The determination not to compete this proposed contract action solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.
