THIS IS TO POST A JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPEITION. Modification 13 on the subject contract was executed December 14, 2016. The modification incorporated a 12 one month extension period of January 1, 2017 through December 31, 2017. The Material ODC ceiling for the extension period is $6M. The ceiling value for the extension period is $12.8M. Sierra Lobo Inc. (SLI) was awarded an open market standalone bridge contract. The contract was awarded on November 13, 2015. This was a sole source award to SLI. The bridge contract provides Research and Development Structural and Aerodynamic Test Services to the Air Force Research Laboratory, Aerospace Systems Directorate, Air Vehicles Division (AFRL/RQV). The bridge contract ensures that RQV has continued service until the agency's competitive contract is awarded and performance starts. The total ceiling value of the bridge contract will not exceed $30.3 million.
