Past Performance _ This factor considers the extent of the offerors past experience, within the last three (3) years in performing contracts for similar services and of comparable size to those described in the solicitation. The standard is met when: the offeror demonstrates that they have performed similar work of comparable size to that described in the solicitation,(b) the past performance on similar contracts was satisfactory or better. A technically acceptable quote must clearly show that the offeror can meet the minimum requirements of the Government. Each quote will be reviewed to assure that each function included in the specification is addressed in the quote. General Requirements: The contractor shall take the initiative in anticipation of services required in the contract independent of and prior to direction by GSA.A. Snow Removal:. The Contractor shall furnish GSA with a list of telephone numbers where either he/she or his/her authorized representative may be contacted seven (7) days per week at any hour of the day or night to provide required services. The contractor must keep current this listing and provide the COR/CSR with an updated listing on or about October 1, but at a minimum prior to the start of each snow season. B. The contractor shall furnish all of the necessary tools, supplies, and equipment including trucks, mechanical sander, heavy equipment, snow shovels, and other items determined necessary for the clearing and removal of snow and ice accumulations. C. Performance shall be of a high standard conforming to good trade practices. All services shall be rendered promptly and efficiently. Service Requirements: A. Clearing snow, shoveling, snow removal and treatment for ice on walkways, landing, steps etc., shall be accomplished by the contractor. These areas shall be kept clear of snow and ice at all times during normal business hours (6:00 am to 6:00 pm). Should snow or ice accumulate on walkways, sidewalks, or stairways overnight or on the weekends, the surfaces must be free of snow and ice prior to 6:00 AM on the first business day following the storm. Upon request, GSA may require snow removal outside of normal working hours, these services will be ordered by the COR.B. Snow plowing of parking lots or handwork of snow/ice/clearing/salting/calcium chloride services etc. shall be accomplished by the contractor to maintain safe passage for access into buildings, parking areas, roadway approaches, vehicular courts, ramps etc. C. In the event of icy rain or snow accumulation, necessary measures shall commence to maintain a safe passage on all paved parking lots, driveways, ramps, walkways, etc. D. Snow shall be totally removed from all driveways, roads, ramps, parking areas and walkways when the accumulation exceeds that which can be pushed off of the roads, parking areas, ramps and walkways without blocking traffic, parking spaces or pedestrian thoroughfares or impedes the visibility of vehicle operators or pedestrians.3. Additional Snow/Ice Removal: Removal of snow/ice from roofs and canopies may be warranted during the snow season. Contractor shall have the proper equipment necessary to accomplish this on hand in the event such a situation is necessary. This service will be monitored by the COR/CSR and the contractor will receive instruction relative to the need for this work to be performed. This work may be ordered by the COR/CSR via an Extra Service Request or the issuance of GSA 300. 4. Policing: The contractor shall police all areas of the above properties, including, but not limited to loading dock and window wells, daily and year round, for trash and debris. Including, but limited to paper, cigarette butts, leaves, etc. The contractor is responsible for emptying, maintaining and supply bags for all exterior trash reciprocals. 5. Landscape Services: Landscape maintenance will be performed in accordance with seasonal demands on a cycle to maintain the outside area in a neat clean manner. Items included in landscape maintenance are watering, mowing, trimming, edging, raking, sweeping, pruning, soil aeration, application of insecticides or pesticides, fertilization, mulching etc. and sprinkler system maintenance and repair and weed control. Mow lawns to maintain a grass height of 2 to 3 inches and remove grass cuttings from site. Weeds shall be removed from building grounds including sidewalk, step and curb joints or cracks. No products containing the chemical 2, 4-D shall be used on this contract. The contractor shall be held liable for any damage to grounds, vegetation, or landscaping, due to his/her own negligence. NOTE: All products, including ice melt, salt, sand, pesticides etc. must be approved by GSA prior to use. Upon request, the contractor shall furnish a schedule for all work requested under this contract. 6. Anticipated Period of Performance: From January 1, 2000 to December 31, 2002 options 3.
