GPS Animal Collars

Special Notice: GPS Animal Collars; This proposed contract action is for electronic equipment for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to Vectronic-Aerospace. No other supplies or services will satisfy the government's needs. The vectronic-aerospace is the only manufacturer of the Animal Collar product the government needs. This is a requirement of the USDA-APHIS, WS Wildlife Research Service at Fort Collins, Colorado. The requirement is for the following: External Sensors & ID tags : Provide exact interaction with the environment and other animals. VIT -Vaginal Implant Transmitter that provides interaction between a GPS collared animal and ID tags. ID tags transmit their ID, their status (dead or alive) and can have a VHF beacon for on-site tracking too. Must have a GPS PLUS Collar that can send out a notification and also adapt its GPS schedule. Interactive Programming to maximize data collection and implementing interactive GPS scheduling with 3 triggers for adaption of the schedule for different situations MIT - Mortality Implant Transmitter FiWi - Ruminal Heart Rate Data Logger for heart rate and high resolution body core temperature recording on ungulates (data logger + post processing). This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
