ATF intends to negotiate on a sole-source basis with TransUnion Risk and Alternative Data Solutions (TRADS) of Boca Raton, FL. ATF uses TLOxp for ongoing cases, which contains proprietary algorithms and data; TLOxp is integrated with Semantica Pro, which is customized for ATF use and is currently used by ATF intel analysts; TLOxp data is updated every day in near real time and contains the vendor’s linking algorithms, data sources, programs, source code, and designs, which are confidential and proprietary; TLOxp also uses Right Party Contract, which is a business intelligence solution to collect data to improve skip tracing efforts to assist in retrieving the most accurate data; TLOxp also utilizes their proprietary advanced analytic-based address model for a streamlined search function.
