R -- National Criminal Justice Reference Service (NCJRS) Contract OJP-99-C-002

The Office of Justice Programs (OJP) intends to modify on a sole-source basis Contract OJP-99-C-002, entitled NATIONAL CRIMINAL JUSTICE REFERENCE SERVICE (NCJRS), with Aspen Systems Corporation, 2277 Research Boulevard, Rockville, Maryland, 20850. The modification will extend the current contract for six-months from May 31, 2003 through November 30, 2003. During the extended period, the contractor shall perform all of the contract requirements, while OJP competitively procures the follow-on NCJRS 2008 requirements under Request for Proposal OJP2003R-004. The contractor shall perform the following services during the extended period: Information Collection, Abstracting, and Databasing; Response Center Support; Networking; User Surveys; Document Distribution; Publication Support; Electronic Development; Marketing and Promotion; and International Program Support. The Bureau/Offices that utilize this contract include: the National Institute of Justice (NIJ), Task 1; the Bureau of Justice Assistance (BJA), Task 2; the Bureau of Justice Statistics (BJS), Task 3; the Office of Juvenile Justice and Delinquency Prevention (OJJDP), Task 4; the Office of Justice Programs' (OJP) Crime Act Offices, Task 5; the Office of National Drug Control Policy (ONDCP), Task 6; the Office for Victims of Crime (OVC), Task 7, the Federal Emergency Management Agency (FEMA), Task 9; the Community Oriented Policing Services (COPS), Task 10. The National Institute of Corrections, Task 8, will not participate in the extension.This notice of intent is not a request for competitive proposals. Any other firm consideration must submit documentation that demonstrates its technical capability to perform the requirements. See Note 22.
