Intent to Sole Source - Cuadra Associates

The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with Cuadra Associates, 3415 Sulpeveda Blvd., Suite 210, Los Angeles, CA 90034, as the only responsible source that can provide software maintenance for the NETC LRC computer system at the National Emergency Training Center (NETC) in Emmitsburg, MD. This provides support for cataloging, indexing, reference services, acquisitions, inter-library loans and other LRC functions. Cuadra Associates is the sole manufacturer and sole distributor of STAR software that is used by the NETC LRC/Library. NETC LRC/Library has had continuing maintenance and technical support services with Cuadra Associates since 1989. There are no resellers of this software and Cuadra Associates is the sole manufacturer and distributor of the STAR software and holds all rights to its sale and maintenance. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same brand name product. All capability statements received within 5 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
