The U.S. Coast Guard, Shore Infrastructure Logistics Center (SILC) Norfolk, VA intends to award a sole source contract to Survival Systems USA Incorporated to provide inspection, maintenance and testing of Model 40 MET, RBS, Smartjib, Rescue Towers and associated components owned by the U.S. Coast Guard Base Elizabeth City. The statutory authority permitting this acquisition of this requirement by other than full and open competition is citation 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. The period of performance is a Base Year, plus four one-year options periods, if exercised by the government. A determination has been made to limit competition to Survival Systems USA which installed the Underwater Helicopter Egress Trainer Model 40, the Underwater Boat Egress Trainer (RBS METS), the Smartjib Crane, and the STST components in the Rescue Swimmer Training Facility (RSTF) construction contract. Survival Systems equipment is proprietary and under mechanical warranty and structural warranty. This is a sole source notice published for informational purposes only and not a request for competitive proposal. Therefore, no solicitation document exists for this requirement.
