Web based Subscription

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) Federal Protective Services Acquisition Division (FPS AD) intends to negotiate on a sole source basis with LRP Publications, 747 Dresher Road, PO Box 980, Horsham, PA 19022-0980 pursuant to 41 U.S.C. 253 (c) (1) - Only one source is capable of responding due to the unique or specialized nature of the work. Only one responsible source and no other supplies or services will satisfy agency requirements. LRP Publications, cyberFEDS division is the only known reliable source that can provide all the services necessary. The request is to provide a web based database which provides the most up to date law, regulation, case law, and employee labor relations information. A capable vendor will provide Web based subscription access to labor relations databases containing federal news, trends, decisions, policies guidance, etc. in support to the National Protection and Programs Directorate (NPPD) Employee and Labor Relation (E&LR) division. It must also focus not only on government regulations but be uniquely specific to labor laws and relations and its changing information. The period of performance for this requirement is estimated from August 15, 2012 through August 14, 2014. This notice is being published for market research purposes in hopes of a competitive environment for this requirement in the future. Respond to this requirement by submitting written capabilities /specifications to the contract specialist listed. This notice is not a request for competitive proposals; however, all responses will be used for informational purposes of future procurements. A determination by the Government whether a competitive procurement is feasible may be based upon any responses to this notice and is solely at the discretion of the Government. A planned order will be placed with LRP Publications. The NAICS code is 519130. This purchase is to be processed using the procedures found in FAR Part 8.4, Federal Supply Schedules.
