This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a quote that if timely received shall be considered by the agency. The solicitation is issued as a Request for Quotation (RFQ), reference number PSHQ-08-2004. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. Prospective bidders shall quote based on the below statement of work. Statement of Work for Voice Recorder System Hardware Refresh 1.0 Background: The Battle Creek MegaCenter currently has in place a Higher Ground Inc. model PCA-6119 Voice Recorder Communications Server, installed in 2002. This system includes a server, telephone interface cars, as well as interface circuitry to record up to 128 ports for both telephone and radio networks. The purpose of this system is to record and retrieve analog voice conversations of activities within the emergency center, in accordance wtih FPS regulation PBS P 5930 17C, Chapter 26, Part 4.10. The voice recording system's application is a Higher Ground Inc Praetorian Fusion Series ver 7.5. The application handles all in-bound voice recording activity, as well as input of SMDR (Station Message Detail Recording) data from two Nortel Norstar telephone systems. Voice recordings are recorded, date and time stamped, and archived via the Praetorian system. Currently, there are 5 years of voice conversation data archived by the system which is kept for official purposes. 2.0 Hardware Refresh: The requirement of this statement of work is to refresh the hardware, including the communications server and telephone interface cards. The communications server hardware shall consist of the following minimum system: Higher Ground Inc certified communications server, such as Alliance Systems I-4000x R3. - Xeon Dual-Core Processor 1.7Gb with 1333 FSB, 4Mb L2 cache. - Three 64-bit 133 MHz PCI-X (3.3V) slots - Three 64-bit 100 MHz PCI-X (3.3V) slots - Five of the PCI-X slots to support full-length, full height telephony cards - 2 GB Memory 667/533 MHz DDR2 ECC Fully Buffered DIMM DDR2 SDRAM - SATA/SAS controller with Two 250 GB hard drives mirrored in a RAID 1 configuration - Hot-swap hard drive cage - 4U Rack Mount Server - 2 available com ports or 2 available USB ports for SMDR connection. - 10/100/1000 Ethernet Network Interface Controller - Microsoft Windows 2003 Server with 5 user licenses - 800 Watt Redundant hot-swap power supplies 120VAC input. - Hot Swap fans - Video Card - Five 24 port Audio Codes Analog Telephone Interface Cards - One 8 port Audio Codes Analog Telephone Interface Card. 3.0 Software Upgrade: The system shall also provide an upgrade to the latest version of the Praetorian Fusion Series 7 software, to be compatible with the existing voice recording system's database, voice, and configuration. The software shall include 128 voice channel recording licenses. 3.1 The software shall include: 3.1.1 Instant retrieval of already recorded voice recordings placed on the system, with ability to search, save, listen, and tag voice recordings from client workstation. Shall have the ability to export voice recordings to .WAV file format. Unlimited search, retrieve, and playback licenses, and unlimited client licenses shall be included. 3.1.2 Real-Time monitoring of voice traffic for any of the 128 recording channels on the system from client workstations. Monitoring to include listening capability, as well as method to save voice recordings. Unlimited client licenses shall be included. 3.1.3 SMDR data. The system shall have provision to collect SMDR (Station Message Detail Recording) data from two Nortel Norstar telephone system?s SMDR modules. Data is output from the telephone systems as a real-time serial data stream, reflecting current telephone activity. SMDR information shall be captured by the software, then integrated into recorded telephone activity for reporting purposes. 3.1.4 Report generation system, including the ability to generate reports from any client workstation. The report generation system shall include integration of serial SMDR data from two distinct telephone systems, each having their own SMDR data. Reports shall be adhoc, or pre-defined, to provide the following data for one, select, or all voice ports: - Date and time of the recording. - Duration of the recording. - Telephone or radio circuit. - Incoming or outgoing telephone call. - Telephone Number. 3.1.4.1 The report generator shall have provision to extract data, and format the data into reports on a daily, weekly, monthly, or yearly basis. The reports shall have the ability to be exported into standard file formats that can be read by Microsoft Excel (XLS). Unlimited client licenses shall be included. 3.1.4.2 The ability to pre-define a report shall exist, so that the data can be extracted in a consistent fashion, on a periodic basis as designated be the report definer, such as a monthly, weekly, or daily basis. Manual initiation of the report is acceptable. 3.1.5 Archival and Grooming. Provision of grooming (removal from the system) of voice recording and report data that become older than a threshold age set by the administrator shall be included, so that old voice recordings may be retrieved. Grooming (removal from the on-line system) of voice recordings and their associated data shall be supported so that the files may be archived and removed for storage purposes. 3.1.6 Archival retrieval. The ability for the software to retrieve previously archived voice recordings and associated data shall be included. This feature shall allow previously archived data to be restored to the system so that voice recordings can be available for searching, retrieval, and playback. The software shall be compatible with, and have the ability to restore currently archived voice recordings that have been generated by the exiting Higher-Ground system located in the Battle Creek MegaCenter. 4.0 Support Services: The system shall also include remote installation support via telephone and email to assist in the installation, configuration, and restoral of existing configuration and archived data from the old system into the new system. 4.1 The software shall be delivered to the Battle Creek MegaCenter installed on the server, pre-staged, and basic configuration completed, ready to accept the Battle Creek MegaCenter configuration, existing and archived data. 4.2 Compatibility Requirement: The hardware and software refresh shall be 100% compatible with the existing system to ensure: 4.2.1 Connection to the existing installed physical structured wiring cabling plant, consisting of telco-type 110 punch down blocks, containing 2-wire circuits to be recorded. Circuits to be recorded include analog voice telephone, digital-converted-to analog voice telephone, and analog radio taps. Current connection of these circuits to the communications server is by use of 50pin Amphenol style telephone connectors. The new hardware shall be pin-for-pin compatible with the existing telephone channels. 4.2.2 Connection to the two SMDR channels output by the telephone system. This requires the communications server to have two serial COM ports, or two USM ports. 5.0 Warranty and Maintenance: The system shall include 1 year pf hardware and software maintenance and support. Hardware support shall include replacement of any defective hardware. Software maintenance and support shall include patches, updates, fixes, and technical support to maintain the operation of the system. The contractor shall provide support during the Principal Period of Maintenance, which is Monday through Friday 8am to 6pm Eastern Standard Time. This solicitation contains required provisions, clauses, and addenda for this solicitation including FAR 52.212-1 Instructions to Offerors-Commerical Items, FAR 52.212-3 Offerors Representations and Certifications Commercial Items, 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In addendum to 52.212-1, in paragraph (b) faxed offers are authorized, in paragraph (c) period of acceptance is 90 days, in paragraph (e), alternative commercial items will not be considered for award on this instant acquisition, however, may be utilized for market research on future requirements, in paragraph (h) the Government intends to make one award, in paragraph (j) The requirement to provide a DUNS number with the offer applies at all dollar values if the offeror is required to register in the Central Contractor Registration (CCR). The following clauses are also incorporated into 52.212-4 by reference FAR 52.204-7 Central Contractor Registration.
