THIS PRE-SOLICITATION NOTICE WILL BE ADVERTISED AS A NONCOMPETITIVE SOLE SOURCE SOLICITATION. As provided under FAR 6.302-1, this requirement will be solicited on a noncompetitive basis as "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Project Description: The Bureau of Reclamation (Reclamation) has a requirement for the purchase of spare parts for Hitachi Breakers. The authorized distributor for Hitachi is HVB AE Power System Inc. (HVB.) This source is the only one that has the original design data and drawings for the Hitachi Breaker spare parts. All drawings and specifications of these parts are proprietary only to Hitachi. In addition, these parts were custom designed to fit Hoover Dam's Powerplant and there is no equal product available. The Government intends to solicit this requirement on a noncompetitive basis. Award is anticipated in September 26, 2012. The period of performance is anticipated to begin September 30, 2011 with an anticipated completion date of February 22, 2013. The resulting contract will be a firm fixed price type. All responsible sources are welcome to submit a capability statement, proposal or quotation.
