Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):Replace existing Submersible Wastewater Yeoman Pump Series 9100, Model 4073 E-L in the Canyon Main Lift Station and purchasing a spare at a cost of $9,440. The existing pump has failed and the Canyon Main Lift Station is running on one pump with no backup pump available. With spring coming and the park opening soon the usage to this system will increase. We need a pump as soon as possible. 2. Sole Source Justification rationale (Check one and explain below): __X__ Only one responsible source. ______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. Explain: This is the only company that can get this pump for us (see attached email). We are using the existing control panel and sliding bracket system, so it has to be the exact same pump. To change this pump the lift station would have to be re-designed at considerable cost to the government. There is also a time issue, we need the pump as soon as possible, if the one remaining pump goes down, raw sewage will be spilling into the Yellowstone River. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: Market Research has shown that this is the only company that we can get the pump from. 4. If this is a determination for sole source, the Contracting Officer certifies: a. Only one source is available, or urgent and compelling circumstances exist. b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
