Under authority of FAR 6.302-1(a)(2)(ii). Please see the below Justification for other than Full and Open Competition for further details. JUSTIFICATION FOR OTHER THAN FULL AND OPENCOMPETITION (or SOLE SOURCE) BACKGROUND: Denali National Park and Preserve Road Study Project needs IRD TRS traffic counters to facilitate the requirements pertained within the Vehicle Management Plan. 1) FAR Statutory Authority cited: 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. International Road Dynamics INC.702 43rd St ESaskatoon, SK S7K-3T9 2) Nature and description of the supplies or services required to meet the agency's needs: TRS LOOP new connector traffic counters for gravel road inductive loop setups, bidirectional data collection for a one lane road, adjustable bin intervals, diagnostic capabilities, software compatible with Microsoft Excel, durability against environmental factors, good battery life, and solar panel options for possible future upgrade. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): 20 traffic counter companies researched, only 4 support inductive loop systems. Of the 4, only 2 companies supported bidirectional data collection along a one lane road. Of the 2, only IRD's TRS traffic counter had adjustable bin intervals, diagnostic capabilities , and the power/battery options required for the remote locations along the Park Road. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: IRD is the only company in North America that produces a traffic counter that performs all the specific needs of the Road Study. 5) Any other facts supporting the use of other than full and open competition: A pilot TRS has been tested on-site and it performed to satisfaction. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers for competition before any subsequent acquisition for the supplies or services required: None
