Security / Surveillance services for Reclamation lands, structures, and buildings throughout Larimer County, Colorado

Notice of Sole Source Intent This notice is not a request for competitive quotes. The Bureau of Reclamation, Great Plains Regional Office intends to exercise Option Year II of Contract Number R10PX60080 for Security Surveillance and Law Enforcement services throughout Larimer County, Colorado. Reclamation has security management responsibilities for several dams, powerplants, and surrounding lands located in Larimer County, Colorado. Reclamation's authority to administer lands and waters does not include law enforcement authority. However, Reclamation does have authority to establish contracts with local law enforcement agencies to enforce federal regulations as appropriate. Reclamation has found the Larimer County Sheriff's Office to be the only source with full arrest authority to successfully complete the required security and surveillance services. This option is being exercised pursuant to FAR Part 17 of the Federal Acquisition Regulations. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition was prepared and approved by the Great Plains Regional Office Chief of Contracting on April 13, 2009. In accordance with Part 6.305, the Justification for Other Than Full and Open Competition was publicly posted March 28, 2009. The Government intends to exercise the option on May 31, 2012. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. In order to allow for sufficient Government consideration and potential quote evaluation, vendors shall submit their written Letter of Interest no later than March 31, 2012. Responses received after March 31, 2012 may not be considered by the Government. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 561612. The applicable Small Business Size Standard is $18.5 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Note 1: Effective October 1, 2003, (FAR 4.1102) any contractor interested in doing business with the federal government shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract or agreement. Contractors may register at http://www.ccr.gov. Note 2: Effective January 1, 2005, (FAR 4.1202) prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required registration in the CCR database.
