Robin CtWest Richland, WA 99353 There is a well-established management-scientist partnership for this project. The original science was contracted with Washington State University in Pullman, WA., with Dr. Link being a contract employee of the University. This research project began in 2007. The University declined the option of performing the final year to complete this project as originally presented, due to the fact they no longer have the contract employee program in place. Dr. Link is the sole proprietor of a small business, Native Plant Landscaping and Restoration, LLC. Dr. Link's expertise is needed on the project to assure the consistency of the science application for the final year of the project meets all protocols of the preceding years. All protocols, geographical areas and applicable factors from the beginning of the project are known by Dr. Link and award to another vendor would result in having to educate another vendor prior to their entry into the field. This would prevent the program from proceeding within the biological window available for the final year of data collection and report submittals.
