ACTION: Special Notice SOLICITATION NUMBER: D11PS19113 SET-ASIDE: N/A CONTRACTING OFFICE: Acquisition Services Directorate381 Elden Street, Suite 4000Herndon, VA 20191 POINT OF CONTACT: Melissa Onyszko, Contracting [email protected] PLACE OF PERFORMANCE: Randolph AFB, Texas SUBJECT: Notice of Intent to Award a Sole Source Order DESCRIPTION: The Headquarters, Air Education and Training Command's (HQ AETC A5/8/9) BRAC 2005 Program has a requirement for providing support to assist with integrated data system management, program/project execution planning and integration data scheduling, and stakeholder reporting on all aspects of BRAC implementation that fall under HQ AETC's oversight. Such support will include implementing and maintaining a Master Integrated Program/Project Data System to ensure overall and consistent approach to program/project management ensuring an integrated process which offers program management IT tools providing visibility and continuity into project plans, coordinating joint process improvements, sharing program status with stakeholders and providing for collection of best practices and lessons learned. DOI/NBC/AQD/Herndon, intends to award a short-term 12 weeks (August 10, 2011 - October 31, 2011) sole source Firm Fixed Price (FFP) order contract to Deloitte (current contractor) to complete the work authorized by the BRAC authority, which expires September 11, 2011, and no other contract will follow. Deloitte provides support in overall program/project integration and data system management (including interface with USACE P2 system), data system Work Breakdown Structure, Ghent and quad-chart formulation, program (by project) risk assessment and strategic communication within the Randolph area as HQ AETC BRAC PMO provides overall strategic oversight for Army-Only projects in Randolph AFB, TX. The current contractor has been with HQ AETC for the past 5 years assisting in executing a $1.5 B portfolio of BRAC mandated actions (over 90 MILCON and minor construction projects with 500M related O&M, etc), in conjunction with HQ AETC's partners in USACE, AFCEE and NAVFAC for construction and other BRAC POCs at other MAJCOMs (AFMC, AMC, etc); both Army and Navy BRAC or functional POCs at various level of command. Continued contractor support is required to complete the work through October 31, 2011, including managing a portfolio of this complexity (multiple projects at multiple sites across three Service components), continued expert support in HQ AETC BRAC programs/projects, and assistance with integrated data system management, program/project execution planning and integration data scheduling. ACQUISITION APPROACH: The Government anticipates that the requirement will be fulfilled by a Firm Fixed Price contract. The Government intends to pursue a sole source award to Deloitte utilizing FAR 13.5 "Test Program for Certain Commercial Items."
