This non-competitive action is being issued by the Acquisition Services Directorate under the authority of the Department of the Interior Franchise Fund on the behalf of the United Stated Department of Agriculture (USDA), Foreign Agricultural Services (FAS). Description of Requirement: This is a subscription for Ag Perspectives. Ag Perspectives is a daily electronic publication of timely, accurate and consolidated U.S. and international agricultural commodity market news, government policy, price data, weather and crop conditions. It covers issues reported or released by USDA, other government agencies, states and the private sector. Ag Perspectives is made available to all FAS/OGA analysts, other program areas and overseas posts. It is a valuable resource of current market trends which helps in the analysis of commodity and country issues. This information is used by all employees to analyze county, market, and commodity production, trade and price data. FAS still operates the GSM 102 program which requires statutorily price reviews to be done by OGA. Given the other analytical demands, OGA does not have the resources to build an in-house price review capability. World Perspective has the expertise and resources to provide this subscription. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13, Simplified Acquisition Procedures. World Perspective currently provides these types of subscriptions. No other organization is known to provide these types of subscriptions. However, interested parties may identify their interest and capabilities regarding this requirement by submitting a capabilities statement by the date specified herein. The period of performance for this effort will be one year with four one year option periods. The Government will consider all capabilities statements received by 12pm EST, Wednesday, June 30, 2011. Please be advised that it is the offeror's responsibility to assure the Government receives your submission on or before the specified due date.
