Water Chemistry Lab Analysis for the Pacific Island Inventory Monitoring Program

The National Park Service, Hawaii Volcanoes National Parks, intends to conduct negotiations on a sole source basis with the University of Hawaii at Hilo Marine Analytical Laboratory for the procurement to conduct chemical analysis of water quality samples. Water quality sampling is conducted at all PACN parks (HAVO, PUHO, KAHO, PUHE, ALKA, HALE, KALA, NPSA, WAPA, and AMME). The PACN is utilzing the facility to conduct a laboratory analysis for a full set of water quality samples to be analyzed for the three given parameters: total nitrogen (TN), total phosphorous (TP), and nitrate (NO3). FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for Expressions of Interest, Proposals or Quotations. A determination by the Park Service not to open this requirement to competition is solely within the discretion of the Park Service in consideration of what is in the best interest of the Government. The Park Service intends to award a firm fixed price purchase order within 14 days of this announcement. The magnitude of this award will be between $25,000 and $100,000 and the NAICS Code is 541380.
