The U.S. Fish and Wildlife Service intends to negotiate a noncompetitive contract with the Minnesota IMPLAN Group, Inc (MIG). The purpose of this procurement is for the contractor to provide the 2008 IMPLAN package files needed for studies the Division of Economics is conducting on data impacts of economic changes at State and National levels. MIG provides National and State data and all related county data files to use with IMPLAN software. IMPLAN Data Files include information for a set of highly disaggregated industries. Information provided in every data set includes regional employment, income, value-added, household and government consumption. Each set of annual data files has a unique national input-output structural matrix and a unique annual trade flows model. The total value of this contract is less than the simplified purchase threshold. A determination not to compete this proposed contract has been made pursuant to 41 USC 253(c)(1), as implemented by FAR 6.302-1. This requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but no later than 5:00pm EST on Tuesday, May 4, 2010. Faxed and emailed statements are acceptable, bu the senders bear full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government.
