Identify the statutory authority permitting with the FAR citation and FAR citation Title. FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. 3) WHY are the proposed contractor's unique qualifications for the nature of the acquisition requiring the use of the authority cited in item (2). Nushagak Telephone Cooperative is the Dillingham Incumbent Local Exchange Carrier. It is the only business capable of offering local switched voice T-1 service in Dillingham, Alaska. 4) WHAT effort was made to ensure that offers were solicited from as many potential sources as is practical. FWS contacted GCI, AT&T, and ACS via telephone to query if recent business activity had changed in Dillingham, Alaska. These companies do not offer local switched voice service in Dillingham. FWS also contacted the RCA (Regulatory Commission of Alaska) and they confirmed no other phone company can provide the requested service in Dillingham. Nushagak is the only company because it has a rural exemption, which limits the number of services it is required to sell to other companies. 5) A Description of the Market survey conducted and the results. GCI, AT&T, and ACS are long distance providers only and do not offer local switched voice service. All steps to remove or overcome barriers to competition have been taken.
