Modification for Additional Work and Extend Performance Period for Order 101819M295. Contract held by Bigfoot Consulting, Sherwood, OR

This notification fulfills the requirements set forth in Federal Acquisition Regulation 5.2 entitled "Synopses of Proposed Contract Actions." The purpose of this notification is to announce the modification of Order 101819M295 - Marine National Monuments Compatibility Determinations and Appropriateness Findings Project. Additional work will be placed with Big Foot Consulting that extends the performance work period and increase the quantity of the Compatibility Determination and Appropriateness Finding Documents. Big Foot Consulting was awarded a contract on February 26, 2009 to develop a permitting system based on the contractor's existing knowledge, skills, and time spent previously working in Service policy and regulations. The U.S. Fish and Wildlife Service, Pacific Remote Islands National Wildlife Refuge Complex has been assigned administrative responsibility for three new marine national monuments in the Central and Western Pacific as of January 2009, major areas of which are now part of the National Wildlife Refuge System. The Presidential Proclamations establishing the Monuments contain several time-sensitive mandates, including development of a permitting system in consultation with the National Oceanic and Atmospheric Administration (NOAA). Before issuing permits, however, the U.S. Fish and Wildlife Service must ensure the permitted use is compatible with the purpose(s) for which refuge system units (including major areas of these monuments) were established. Use of any other offeror would result in substantial duplication of costs and time delays to the Government that would not be recovered through competition. The estimated dollar value for the additional work is estimated to be approximately $3,840.00
