This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition. On behalf of the US Dept of the Interior - Office of the Special Trustee for American Indians (OST), the US Dept of the Interior - National Business Center TASS/Acquisition Services (TASS) intends to award a sole source firm fixed-price purchase order to Bloomberg Financial L.P., 731 Lexington Ave, New York, NY 10022 for the Renewal of Bloomberg On-Line Financial Information Service, for one year. THIS IS NOT A REQUEST FOR QUOTATION. This sole source purchase order is for an internet-based interactive financial information system that delivers current and historical U.S. and international data continuously, both real-time and delayed. The data provided by Bloomberg is proprietary data. The Government intends to negotiate with only one source under authority of FAR 6.302-1 as only one responsible source and no other will satisfy the agency requirements. Affirmative responses shall be accompanied by sufficient documentation to clearly show how it would be advantageous to the government to switch providers for this requirement, etc. software cost, training for employees, contingencies, professional environment, and government securities regulations, (GSRS). A request for more information will not be considered an affirmative response.All responses received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement not later than 12:00 PM (MT), 23 April 2009. All responsible sources may submit a capability statement. Information received will be considered in conducting this and any future procurements for this requirement. Any vendor submitting a capability statement acknowledges the requirement that a prospective awardee shall be registered in the CCR and ORCA databases prior to award, during performance, and through final payment of any contract.
