FUTHERMORE, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Pursuant of FAR 6-302-1 " Only one responsible source and no other supplies or services will satisfy agency requirements," the U.S. Fish and Wildlife Service intends to award a sole source order for tribal facilator/ mediation services. This is a recurring requirement. The U.S. Fish and Wildlife Service will not permit outside vendors to submit quotes in response to this notice of award. This is a not a solicitation for quotations , but rather a notice of intend to make a sole source award to Wings and Roots. There will be no solicitation issued or available. Wings and Roots will provide a Tribal Advocate for the Shoshone-Paiute Tribes, act as facilitator/mediator for the consultation between the U.S. Fish and Wildlife Service, Snake River Fish and Wildlife Office, Boise, and the Shoshone-Paiute Tribes. The facilitator/mediator, will be solely responsible for ensuring that the Native American Campfire is conducted in an atmosphere of respect, accountability, and confidentiality.The facilitator/mediator will be a repository for extremely confidential and delicate discussions, and thus the position is one which cannot be opened up to the usual bidding process. This notice is for information only.
