Notice of Intent to Issue a Single Source Award to Reeves Sand and Gravel, Inc. There is no solicitation. The U.S. Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has a requirement for the procurement of 250 acre feet of sand. The sand will be utilized to restore sand dune habitat at Anitoch Dunes National Wildlife Refuge in support of three endangered species. The sand must be from the local sand mine in order to mimic historic conditions, make certain the sand composition matches existing sand, and ensure that all seed bed present in the sand are of vegetation local to the area. Tests were made to determine accurate grain size. Reeves Sand & Gravel, Inc is the only known source that can provide the sand that meets agency requirements. Reeves Sand and Gravel owns and operates the above ground sand mine within 15 miles of the Antioch Dunes NWR. The Service intends to award Sole Source to Reeves Sand & Gravel, Inc. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
