U--Intent to Sole Source Conversion of existing graduate certificate program to a distance learning program.

The Government intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) acquisition with the University of Hawaii. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on the behalf of the Department of Defense, Center of Excellence in Disaster Management and Humanitarian Assistance. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.3, Simplified Acquisition Methods. The Government has a requirement for a professional services contract to adapt the existing Disaster Management and Humanitarian Assistance graduate certificate program into a distance learning program. The contractor will be responsible for providing course improvement recommendations, assessing the programs compatibility for distance learning, identifying conversion issues and proposing solutions to potential problems. In addition to these tasks the contractor will perform the conversion from the existing, classroom, Disaster Management Graduate Certificate Program to the distance learning program. The University of Hawaii developed the Disaster Management Graduate Certificate Program under a previous, competed, purchase order and recently was awarded another purchase order to review and update the existing course. The University of Hawaii also teaches this program at their various campuses and will continue to execute the program once the distance learning version is completed. The period of performance for this effort is for twelve (12) months from date of award.
