B--Notice of Intent to Award Sole Source Purchase Order to MMI Engineering, Oakland, CA.

The U. S. Department of the Interior, Minerals Management Service (MMS), intends to award a sole source Purchase Order in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements, to MMI Engineering, Inc., Oakland, California, for MMS' participation as a sponsoring Federal Agency in a Joint Industry Project (JIP) for a comparative study of Offshore Wind Turbine Generators (OWTG) standards. The MMS, in support of its regulatory responsibilities as contained in the OCS Lands Act Amendments of 1978 and the Energy Policy Act of 2005, ensures the use of the best available and safest technologies in the design and installation of OWTG. The purpose of the proposed project will provide sufficient information and pertinent criteria to evaluate and approve offshore wind turbine facilities. The objective of the study is to provide MMS an enhanced basic understanding of the design of offshore wind turbines on the U. S. Outer Continental Shelf and would facilitate the ability to plan, design and verify safe offshore alternative energy facilities. MMI Engineering has performed previous research on offshore wind turbine projects, and has the qualifications, experience and knowledge in the areas directly related to this project. This notice is not a formal solicitation. This notice is not a request for competitive quotes. No solicitation document is available. No purchase order will be awarded on the basis of quotation or offer received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received by September 14, 2006, the Purchase Order will be awarded without further notice. The intent of this Special Notice is for informational purposes only. However, all written information received within 15 calendar days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
