B--Understanding the Effects of Time and Energy on the Effectiveness of Dispersants

The U.S. Department of the Interior's Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement. This special announcement is to announce the intent to issue a purchase order on a sole source basis with Exxon Mobile Upstream Research Company to participate in a joint industry project "Understanding the Effects of Time and Energy on the Effectiveness of Dispersants" in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy Agency requirements. Joint Industry Projects offer a route to carry out expensive research and development but spread the costs over a number of interested parties. The total value of this procurement is $50,000 for an eighteen month period. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, any and all information received by the POC listed below, by close of business EST, September 1, 2005, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
