Y--Design/Construction of micro-pulsed direct current electric fish barrier system and associated equipment and facilities

The work to be performed under this contract consists of furnishing all labor, equipment, materials, and supplies necessary to design, construct and install a new electric fish barrier system and perform all related work. The Electric Fish Barrier System to be provided under this contract shall be a fully functional system and shall include, but not be limited to: 1. Concrete structure installed in Abernathy Creek to house the system electrodes and control the water flow through the system. 2. Electrodes placed in the concrete structure. 3. Pulse Generators, Control and Monitoring system. 4. All necessary power and communications equipment, cables and conduits. 5. Lightning protection. 6. Site preparation work and signage. 7. Field testing and O&M Training of the Electric Fish Barrier System. 8. Operation and maintenance manual. 9. All necessary Federal, State, County and Local permits required for construction. 10. Warrantees and As-built drawings. The proposed contract action is for the design/construction of the Abernathy micro-pulsed direct current electric fish barrier system and associated equipment and facilities for which the Government intends to solicit and negotiate with only one source (Smith -Root, Inc., 14014 NE Salmon Creed Avenue, Vancouver, WA 98686) under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
