The U.S. Fish and Wildlife Service (FWS), Region IV, in accordance with the Brooks Act and Part 36.6 of the Federal Acquisition Regulation (FAR), is seeking a qualified firm to provide Land Survey Services (primarily rural surveys) for the States of Arkansas, Kentucky, Louisiana, North Carolina, South Carolina, Tennessee and the Commonwealth of Puerto Rico. Tasks to be accomplished include, but are not limited to, (a) provide geodetic control ties to all surveyed boundaries; (b) research deeds, prior surveys, survey notes for subject tract(s) and adjoining parcels; (c) run ties to controlling property corners; (d) traverse, mark boundaries and monument corners; and (e) prepare plats, legal descriptions and reports of survey. To be considered for evaluation, you must be licensed in the States of Arkansas, Kentucky, Louisiana, North Carolina, South Carolina, Tennessee and the Commonwealth of Puerto Rico, or you will be considered non-responsive. The FWS is comtemplating the award of TWO (2) INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) CONTRACTS FOR EACH STATE. The number and magnitude of projects to be undertaken are dependent upon priority and availability of funds at the time of issuance of individual task orders. The FWS will consider the immediate past 10 years as the period of time for evaluation. The following evaluation factors will be used for evaluation of submittals, and are in descending order of importance: (1) Rural boundary survey experience; (2) Professional qualifications and experience; (3) Geographical location and familiarity with the area; (4) Past performance in terms of cost control, quality of work and related experience; (5) Capacity to accomplish the work within the required performance period; and, (6)Type of field and office equipment available, include the version of the equipment, i.e., CADD Ver. 12, etc. Firms responding to this notice shall submit a Standard Form 330, Architect-Engineer Qualifications, along with any information they deem to be of benefit to their firm. Additional information shall be limited to two 8 ½ x 11 pages. Information in excess of this will not be considered. The term of the contract shall be from the December 16, 2004 through December 15, 2005, with four one-year options.
