James River Reserve Fleet - Annual Electrical Switchgear Platform Maintenance, Inspection and Testing

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price purchase order for James River Reserve Fleet, Fort Eustis, VA for the following services: Annual inspection, cleaning, minor repairs and adjustments, and testing to the electrical power switchgear platform stations to insure proper operations at the James River Reserve Fleet, end of Harrison Rd, Ft. Eustis, VA 23604 in accordance with Statement of Work (Attachment #1). This requirement is a follow on to contract DTMA-92-P-2011-0119. The requested period of performance is a one year base period effective March 15, 2017 through March 14, 2018 and four one year option periods to conclude on March 14, 2022. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Price The Government will award on the basis of lowest price, technically acceptable quote. (b) Options . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
