Notice of Intent for Procuring Open Market Items -- Microsoft Premier Support Services for the Enterprise from Microsoft

Notice of Intent for Procuring Open Market Items The Department of Interior, National Business Center, Acquisition Services Directorate (AQD), on behalf of the U.S. Consumer Product Safety Commission (CPSC), intends to award a Purchase Order to procure open market items under the authority of FAR Part 13.106-1(b), Soliciting from a Single Source using Simplified Acquisition Procedures under FAR Part 13.5 - Test Program for Certain Commercial Items. The open market items are to provide Microsoft Premier Support Services for the Enterprise from Microsoft. The Government's entire requirement includes a base year and four (4) option years, each year to include: Support Account Management (TAM time); Support Assistance (Proactive Services); SQL Designated Support Engineer's (DSE); Problem Resolution Support; Technical Information Services including NewsFlashes and Unlimited-user Service Desk license; TAM onsite visit; Exchange Risk Assessment Program (EXRAP) Proactive Services; and Active Directory Risk Assessment Program (ADRAP) Proactive Services. The Government anticipates awarding a Firm Fixed Priced Purchase Order. Competition is not available as Microsoft Premier Support for the Enterprise is a unique and distinct offering which only Microsoft can directly provide and perform as a complete and comprehensive integrated service suite that includes various types of support, including telephonic technical support, email, NewsFlashes newsletters, and KnowledgeBase online forums for all of Microsoft's products. The Government requires the complete integrated offering (i.e. Technical Account Manager) for the full Microsoft Premier Support for the Enterprise integrated package which can only be provided by Microsoft. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 443120, Computer and Software Stores and the Size Standard is $6.5 million. However, this acquisition is being awarded on an unrestricted basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. AQD will not be responsible for any costs incurred by an interested party responding to this notice. This notice in no way obligates the Government to award a Purchase Order.
