Notice of Intent to Award a Purchase Order to Springer Science + Business Media, LLC

The US Fish and Wildlife Service (USFWS), National Conservation Training Center (NCTC) in Shepherdstown, WV intends to award a purchase order to Springer Science + Business Media, LLC of New York, NY for licensing and electronic access to the following nineteen journals: Aquatic Ecology, Archives of Environmental Contamination, Biodiversity and Conservation, Biological Invasions, Bulletin of Environmental Contamination, Climate Change, Conservation Genetics, EcoHealth, Ecological Research, Ecotoxicology, Environmental Biology of Fishes, Environmental Management, Estuaries and Coasts, Fisheries Science, Journal of Coastal Conservation, Reviews in Fish Biology and Fisheries, The Botanical Review, Wetlands, and Wetlands Ecology and Management. The access includes nationwide multi-site licensing with unlimited usage for one year from January 1, 2011 through December 31, 2011. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
