D--Cancellation of Presolicitation Notice/Advisory Multi- Step Process for the Oracle Federal Financial System for NBC

This announcment provides written notification that GovWorks has cancelled, in its entirety, Pre-solicitation Notice Pre-solicitation Notice / Advisory Multi-Step Process 1406-04-06-RC-63154. This pre-solicitation notice was issued as an 8(a) small business set-aside. The government received five responses to the pre-solicitation notice, and after an extensive evaluation, determined that none of the submissions were capable of fulfilling all of the requirements of the solicitation. NAICS: 541512, Computer Systems Design Services GovWorks subsequently submitted and obtained the Small Business Administration's (SBA's) permission to release this requirement from the 8(a) program, and re-solicit under the small business program. Permission of release was received from the SBA on December 21, 2006.
