The U.S. Fish and Wildlife Service (USFWS), Region 5, is planning a solicitation to construct a new Penobscot Broodstock Screening Facility and modifications to existing facilities, which will be located at the Craig Brook National Fish Hatchery, Hancock County, Maine. This solicitation will use a multi-step technical evaluation/proposal process as outline in the Federal Acquisition Regulation (FAR), Part 15. The ultimate contract award will be based on a "Best Value Continuum". The project consists of the construction of a new broodstock screening building, modifications to four existing broodstock holding pools, modifications to an existing pumping station and construction of a new crew/storage building. The work includes the construction of a new 4,600 sf pre-engineered metal building to serve as a new fish screening building, refurbishing the existing 36' x 36' fish holding tanks with a new fiberglass lining, new fiberglass roof structure and new process water and drain pipelines, refurbishing the existing pump station including the installation of new pumps and controls and the construction of a new 800 sf wood framed crew/storage building. The work includes demolition, all site work, concrete work including foundation footings, walls and slabs, rough and finished carpentry, metal fabrications, roof systems, doors and windows, painting and finishes, all electrical, plumbing and mechanical systems, asphalt concrete pavement and fencing and the installation of new process water and drain pipelines to provide a complete and operational facility. The estimated magnitude of construction for this project is between $1,000,000 and $5,000,000. The NAICS is 236220. This procurement is unrestricted. As part of the first step, which is the technical evaluation process, interested firms shall submit, in writing, their qualifications based on listed requirements below and those determined qualified will be asked to submit a cost proposal (step two) in accordance with FAR 15.203. Interested firms shall present a minimum of five (5) new building construction projects undertaken within the last ten years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address and phone number. Qualification factors used for the evaluation of firms shall be; 1) Past performance (40%); 2) Mulit-discipline experience in working similiar projects in the Northeast area of the U.S. (25%); 3) Ability to provide projects on time and within budget (25%); 4) Small business subcontracting approach to the project (10%).
