Description
The U.S. Fish and Wildlife Service, Region 7 (Alaska) intends to award a Contract to North Slope Borough, Office of the Mayor, Grants Division for the following: Provide information on the nature and extent of subsistence bird harvests in the North Slope Region of Alaska according to Cooperative Agreement #701814J573, between the U.S. Fish & Wildlife Service (Service) and Alaska Department of Fish and Game (ADF&G), Division of Subsistence. The Alaska Migratory Bird Co-Management Council requires information on the nature and extent of migratory bird harvests for adequate management and protection of the birds. This information shall be used by the Council in developing recommendations for regulations, and by the Council's partners: ADF&G, Service, and Native organizations. The objective and products of this contract shall be completion of Federal Office of Management and Budget (OMB) approved household selection lists, permission slips, and complete harvest survey forms in the North Slope Region as detailed in the Contract. The survey shall be conducted from April 1 through August 31 in 8 North Slope communities: Barrow, Pt. Hope, Wainwright, Nusqsut, Kaktovik, Anaktuvak, Pt. Lay, and Atkasuk. Responsibilities of North Slope Borough shall be informing hunters and getting survey permission from the villages, advertising for and selecting village surveyors, contracting with and training village surveyors, providing surveyors with necessary forms and envelopes, assisting surveyors throughout the survey period with survey procedures, reviewing survey forms and helping correct errors and discrepancies, and paying surveyors. This notice of intent is not a request for competitive proposals, and the government does not intend to accept proposals received. Award shall be made fifteen (15) days after publication of this notice. See Numbered Note 22.
