The Bureau of Reclamation intends to negotiate on a sole source basis with the Columbia Resource Conservation District (CRCD), for the Operation and Maintenance (O&M) of the Columbia Mowry Distribution Facilities (CMDF), located near the San Joaquin River, Northeast of Mendota, California. CRCD is currently operating and maintaining the CMDF and all appurtenant structures for the Bureau of Reclamation (Reclamation.) The CRCD is a public agency of the State of California that is duly organized, existing, and acting pursuant to the laws of the State of California to operate and maintain the CMDF. O&M includes, but is not limited to: The pumping plant; diversion channel; delivery canal and various other Government owned structures. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and not other supplies or services will satisfy agency requirements. Any firm that believes it can furnish the items described above is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 15 days of the date of this publication will be considered. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
