This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-58. The solicitation number is P12PS13275, and the solicitation is issued as a request for quotation (RFQ). This solicitation is unrestricted. Responsible small business concerns are encouraged to submit a quotation. The NAICS code is 334220 with an associated small business size standard of 750 employees. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.acquisition.gov/far or at http://www.ios.doi.gov/pam/aindex.html. This solicitation will result in an award of a firm, fixed-price contract. The National Park Service, Lake Roosevelt National Recreation Area, has a requirement for 2 (two) ruggedized mobile data computers and video systems for installation into Ranger law enforcement vehicles per specifications and options attached. 1. Section 1: Mobile Data Computer Specifications 1.1 CPU 1. The system CPU shall be IntelCore i7-620LE Processor (4M Cache, 2 GHz) or better. 2. The system shall have at least 4GB DDRIII RAM installed, upgradeable to 8GB 3. The system shall be compatible with Microsoft Windows XP and Windows 7 Professional, 32/64 bit OS. 4. To save space and power consumption in the car, the system shall be capable of supporting a fully functioning digital in car video sub-system without the addition of another processing unit. 5. To save power consumption in the car, the system shall be capable of supporting a 4-camera Automatic License Plate Recognition (ALPR) sub-system, without the addition of another processing unit. 6. The system shall not require or depend on a vehicle docking station, port replicator or power inverter. 7. In order to more efficiently manage the spare components, the system shall be modular in design. When any of the components needs service, it shall not require any other component to be removed or replaced. For example, when the display module requires service, the CPU unit shall not need to be removed. 8. The system shall be MIL-STD-810G (shock, drop, vibration and temperature) tested and certified as well as being subject to HALT (Highly Accelerated Life Testing) testing procedures. Vendor must be able to provide Third Party Laboratory testing results and certification upon request. 2. 1.2 Display/Monitor 1. The system shall have at least 12.1" Active Matrix Color, Resistive (Glove Friendly) Touch Screen. Due to issues with IR-based touch screen, IR-based touch screens shall not be considered. 2. To ensure sunlight readability, the display monitor NIT rating shall be at least 1600 (1600-NIT). 3. To be able to communicate with various Bluetooth devices used in and out of the vehicle, the display module shall contain a built-in Bluetooth receiver and antenna. 4. For connectivity and easy access, the display module shall have at least 3 USB ports. 3. 1.3 Storage 1. To achieve maximum system stability, the system shall use a 200GB Auto Grade Hard Drive as standard but must support and upgrade to 128GB or greater size Solid State drive for OS and applications. 2. The system shall offer an optional removable solid state drive (minimum 32GB - 128GB options) as secondary storage device. This drive shall be used to store recorded videos when video option is enabled. 4. 1.4 Communication 1. The system shall have built-in 802.11 a/g/n/ card and external antenna connectors 2. The system shall have an Express Card slot for interface card expansion. 5. 1.5 Power Module 1. To prevent power surges affecting the system or causing loss of data, the system shall have built-In UPS included at no additional cost. 2. The system shall be able to prevent itself from draining the car battery. A power management sub-system must be included at no additional cost. A monitoring and alert program should be provided to alert officers of low vehicle battery, allowing the officer to either start the car engine or shut the system down. If the alert is ignored, the system should shut itself down to prevent system crash due to low power. 6. 1.6 Peripherals 1. The system shall have at least one (two preferred) RS-232 ports for in-vehicle connectivity such as radar speed equipment. 2. The system shall have at least five USB-2 ports for various USB devices. 3. The system shall have at least two USB-3 ports for high speed devices. 4. For efficiency and display quality, the system should use LVDS as the display interface. 5. The system should have a VGA output to support an optional secondary display. 6. For network connectivity, the system shall have two Gigabit Ethernet (RJ-45) ports. 7. The system shall be equipped with spill proof (NEMA 4), backlit, QWERTY keyboard. 7. Section 2: Optional Integrated In-Car Video Specifications 2.1 Digital Video Sub-System, General Specifications 8. 1. The Digital Video Sub-System shall be capable of user defined pre and post event recording, limited only by available storage. Systems not capable of recording at least 60 minutes of pre event video will not be considered. 2. To ensure all needed evidences is collected; officers should have the ability to extend pre-event recording time in the field as needed. For example, the officer should be able to extend the pre-event time to 5 minutes (or more) from 60 seconds if the officer decides there is a need to retain evidence that occurred and was captured by the camera 5 minutes earlier. 3. The extended pre-event function should also have the ability to allow officers, while in the car, to go back several hours on the pre-event and extract a section of the pre-event video, create a new video clip, and add an event type and metadata to that video. 4. The Digital Video Sub-System shall provide officers the ability to input offender information (drivers' license information, type of infraction, etc.) to specific video footage in the vehicle, through the touch screen interface or keyboard. They shall also be able to select which type of offense the video refers to. The officer must have the ability to enter the information while in the vehicle at the time of the recording, or when reviewing a recorded video. This information shall be capable of being used as "searchable" fields in the video management software. 5. The Digital Video Sub-System shall be capable of allowing the officer to take a digital snapshot of the camera view. The snapshots shall be viewable via the in car unit, and must be capable of being uploaded with the video files with the video files for storage on the departments server. 6. The Digital Video Sub-System shall provide a "spot exposure" function to allow officer to enhance the visibility of license plates at night when the license plate of the stopped car is difficult to be read due to over-exposure of the lights from emergency or take-down light. 7. The Digital Video Sub-System shall provide a "programmable auto zoom" function that will automatically zoom the motorized zoom lens to the agency's preferred magnification, pause to perform a momentary auto focus, and then lock the focus for a programmable amount of time and then return to agency's preferred wide angle position. The department shall be able to configure this function that allows the camera to automatically take a snapshot. 8. The Digital Video Sub-System shall be capable of integrating with compatible traffic radar units. Target and patrol speeds can be displayed and recorded to the digital media simultaneously with the video and data being recorded by the camera. 9. The Digital Video Sub-System software updates shall be fully automatic once the updates are put on the server. Systems requiring a department member to go car to car to manually install the updates shall not be considered. 10. The Digital Video Sub-System shall provide adjustable delayed trigger function, which prevents the recording function from starting if the trigger is turned off within administrator-specified timeframe. 11. The Digital Video Sub-System shall have built-in streaming capability. Other than 3G/4G connection, there should be no extra piece of hardware needed. 12. All cables and hardware required for installation shall be supplied. 13. The Digital Video Sub-System shall provide a provision for connecting to the emergency lights, siren and brakes, or other methods and triggers to start the recorder and have the ability to indicate their use on the video recording. 14. The Digital Video Sub-System components, like the computer system, shall come with three (3) year Hardware Warranty on all components, except for the wireless microphone batteries and other consumables. 15. Due to the knowledge-intensive nature of managing in-car video deployment, vendors submitting in-car video proposals shall have a proven track record in deploying and supporting digital in car video solutions. Vendor shall provide, at minimum, three successful deployments of in-car video projects of agencies that are equal to or exceeds the number of vehicles requested in this RFP. 2.2 Digital Video Sub-System, Cameras and Video Format 1. The Digital Video Sub-System shall consist of a front-facing, visor or windshield mounted miniature camera. 2. The front-facing camera shall be at least CCD type. 3. The front-facing camera shall be capable of operating in extreme weather conditions. 4. The front-facing camera shall be capable of operating under the normal range of patrol vehicle temperature and conditions (humidity, floor moisture, dust and dirt). 5. The front-facing camera shall mount with a heavy-duty controlled pivot mount that does not obstruct the driver's field of view. Camera shall be able to be rotated 360 degrees and can pan and tilt to +/- 90 degrees. Adjustment shall require no tools. 6. The front-facing camera shall have a.7 LUX or better during normal operation. 7. The front-facing camera shall also include an ICR mode (IR Cut Removable mode) to increase the camera sensitivity in low light conditions. When ICR mode is on, the camera shall have a .01 lux rating or better. 8. The front-facing camera shall incorporate an auto iris, fixed focus and motorized zoom lens. 9. The front-facing camera's motorized zoom lens shall offer a minimum of 18X optical zoom with 12X digital zoom for a total of 216X. 10. The front-facing camera shall be a "progressive scan" camera. 11. The front-facing camera shall offer a S/N ratio of 50dB or better. 12. The front-facing camera shall provide a horizontal angle of view of at least 48 degrees at wide end. The angle of view shall be capable of being expanded to 68 degrees with a wide-angle lens. 13. The front-facing camera shall be equipped with an external record indicator. This indicator shall consist of an LED built into the front of the camera's housing and will indicate to the officer outside the vehicle that the recorder is recording. The record indicator shall be capable of being turned off or on via the in car unit by the officer. 14. The front-facing camera shall be set to automatic focus during daytime, and automatically switch to night-mode focus during night time. Both modes can be changed to manual focus by the officer. 15. The front-facing camera shall offer auto white balance feature. 16. The front-facing camera shall offer backlight compensation. 17. The Digital Video Sub-System shall offer an optional backseat camera. Due to the reflective nature of in-car cage glass, the backseat camera shall be able to be installed in the backseat area or inside of the cage compartment. A rear-facing camera attached to the front-facing camera will not be considered. Rear facing camera must provide viewing angle of the entire rear seat from knees to head of suspect. 18. The backseat camera shall be capable of being mounted covertly in the cab on the rear deck of the patrol vehicle. 19. The backseat camera shall be capable of recording the rear area of the police vehicle. 20. The backseat camera and infrared lighting system (not visible to the human eye) shall operate with a visible illumination of 0 lux. 21. The Digital Video Sub-System shall support up to three cameras (recording two at any given time) in patrol car environment. Switching between second and third camera is done through on-screen interface. 22. The Digital Video Sub-System shall support up to 6 cameras (recording five at any given time) in transport van environment. 23. The Digital Video Sub-System shall be capable of interfacing with vehicle installed FLIR thermal imaging cameras and storing and managing video from said cameras in the digital video management solution software. 24. The Digital Video Sub-System shall be capable of recording multiple resolutions and quality of video in h.264 main profile format and must be capable of being played on any PC running Windows? Media Player? version 12 and above without needing any proprietary codec. 25. Video shall be recorded at 30 frames per second per camera. The system shall record in real time. Systems that "split" a 30 fps stream into two streams or reduce the fps second recording to accommodate multiple cameras will not be considered. 26. In addition to event-based videos, the Digital Video Sub-System shall be capable of recording the whole shift at low frame rate and bit rate. The frame and bit rate should be definable by the department. 2.3 Digital Video Sub-System, Microphones and Audio 1. The Digital Video Sub-System shall support up to two identical 900MHz Digital Spread Spectrum bi-directional wireless microphones and one in-car covert microphone. All wireless microphones must be identical. For maintenance and inventory considerations, systems requiring the department to track and support two different microphone types will not be considered. 2. To minimize cordless phone and other wireless interferences, the wireless microphones shall use 900 MHz frequency. Systems using 2.4Ghz will not be considered. 3. The digital recorder shall be able to record up to 3 independent audio tracks simultaneously. 4. To ensure audio evidences are recorded, the wireless microphone shall be in standby mode all the time, even when it is being charged. The wireless microphone shall have no on/off switch, and no charging/operation switch. To prevent accidentally loss of audio evidence because hardware switches were in the wrong position, microphones that rely on hardware switches to change between on/off and charging/operation modes shall not be considered. 5. Video recording shall have the ability to be activated from outside the vehicle using the wireless microphone. 6. The wireless microphone shall have at least two programmable buttons to be used to perform department specific functions, such as mute, auto-zoom, bookmark, snapshot, activating backseat camera in covert mode, etc. The functions to each of the wireless microphones can be changed dynamically based on the in-car unit's assigned tasks (such as traffic, DUI cars, gang squad, etc). 7. The wireless microphone shall not be capable of being turned off in the field other than by the officer stopping the recorder in the vehicle. The wireless microphone shall provide a mute function. The department shall, based on policy, be able to enable or disable the mute function on the microphone. When the mute function on the microphone is initiated by the officer, an event log entry shall be added to the video metadata. When the mute button is enabled, it must not require the officer to hold it down to remain mute. 8. The in-car covert microphone shall have the ability to be turned on or off manually by the officer. However, to comply with current or future regulation, the function to turn in-car microphone on and off shall be able to be disabled by administrator. 9. Live audio should be able to be turned on and off by the officer as situation requires. 10. The wireless microphone shall have a minimum range of 1,000 feet and a minimum of 20 channels that are auto-switched. 11. The wireless microphone shall be weather resistant and shall remain operable during inclement weather conditions. The microphone shall be sealed internally to reduce the possibilities of water / condensation from entering the microphone and damaging it. 12. The wireless microphone shall have a covert mode, under which all the audio and visual indicators are turned off and the microphone shall use vibration as status indicator. The covert mode shall be easy enough to enter and exit by pressing certain buttons on the microphone. 13. The wireless microphone shall be able to be activated when recording starts. The officer should not have to activate the wireless microphone manually when the recorder is activated. However, to comply with current or future regulations, the microphone should be able to be set to use manual activation only. 14. The wireless microphone shall use a lithium Ion rechargeable battery. The microphone should be able to be charged in the car, in the office or in a utility room. When charged in the utility room, to conserve space and power outlets needed, a multi-charger shall be provided by the vendor. 15. Replacement of the battery shall not require any special tool or disassembly of the microphone itself to remove the battery. 16. An external lapel microphone shall be optional and have no effect on or limit the range of the microphone. The lapel wired microphone shall not employ the lapel wire as an antenna. The external lapel microphone shall be able to be detached / attached to the microphone by the officer in the field at their discretion with no re-configuration of the system or loss of audio. 17. The wireless microphone shall have the ability to synchronize frequency with the recording unit; this allows the department to provide each officer with their own microphone to use with any of the vehicles equipped with the digital recording unit. This also eliminates the issue of other officers' microphones activating or interfering with another video recorder that is on the same scene. 18. The wireless microphone, once fully charged, shall have an 8 to 10 hour talk time and 48 hour standby time. 2.4 Digital Video Sub-System, Storage and Security 1. The Digital Video Sub-System shall utilize ruggedized removable 32GB (minimum) Solid State Drive as a video storage media. The recording times achievable on the removable media for any video format should be a minimum of 25 hours. 2. To prevent damage to the video storage media when it is removed from the recording unit, if the media does not have ruggedized chassis it shall not be considered. 3. There shall be an internal Solid State fail-safe storage device to serve as backup storage of the videos on the car unit. To ensure highest availability, at any given time during a shift, videos recorded shall have two redundant copies. Systems that do not provide redundant copies of recorded videos will not be considered. 4. Video storage media shall be locked in the system and require a physical key to remove the media from the system. 5. To prevent recording video being stopped by accident, the video recording shall only be stopped by manually pressing the stop button on the control interface in the vehicle. 6. Recording time left on video storage media shall be displayed upon officer login to the system and shall prompt the officer when the media is near full capacity. 7. Recorded videos shall never be erased before they are uploaded to the server. To prevent videos from being accidentally erased, systems that rely on a manual "lock" or overwrite protect switch on them shall not be considered. 8. A unique digital signature shall provide video authentication and shall be created for each individual file at the time of recording using an MD5 hash (minimum) algorithm technology. If a different method of authenticating the recorded videos is developed in the future, the software upgrade shall be easily accomplished through an automatic server "push" to all servers and in car units. Digital Video Management software designed to authenticate, detect and reveal alterations to video files shall be provided. The digital signature for each individual file shall be created at the time that the original video file is captured, not at the end of the shift or after the file(s) have been uploaded to storage.
