This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The solicitation number is P11PS73408, and the solicitation is issued as a Request for Quotation. The NAICS code is 424720 with an associated small business size standard of 100 employees. This solicitation is unrestricted, and will result in one or more awards of a Blanket Purchase Agreement (BPA), to vendors determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION: The National Park Service, Olympic National Park, has a requirement for an approximate combined total of 24,000 gallons of Ultra Low Sulfur Diesel and / or BIO Diesel. The park's annual use is approximately 10,000 gallons of off-road fuel, 14,000 gallons of highway fuel, 20,000 gallons of heating oil, and 500 gallons of high octane gasoline (for marine use) to be delivered to various locations within Olympic National Park. The heating oil is typically delivered one time per year in the fall (October or November), but there is potential for one additional delivery in the spring. Park facilities are located in Clallam, Jefferson, and Grays Harbor Counties, Washington. Fuel tanks are typically 500 to 2,000 gallons in size and are located within established maintenance compounds accessible via paved roads. VENDORS MUST BE WILLING TO DELIVER WITHIN TWO DAYS OF RECEIVING NOTIFICATION AND IN QUANTITIES OF LESS THAN A FULL TRUCKLOAD. Each individual order shall not exceed $50,000, and the maximum authorized limit of the BPA shall not exceed $500,000. The Blanket Purchase Agreement will identify individuals authorized to place orders. The vendor may choose to provide an invoice for each delivery (preferred), or a summary invoice can be submitted once per month. If a summary invoice is submitted, the invoice must state the total dollar value and be supported by copies of the month's delivery tickets/receipts. Payment will be made per each invoice or monthly summary invoice by electronic funds transfer (EFT) or government purchase card (Mastercard). If vendor prefers to receive payment by EFT, it will be on a Net-30 basis in accordance with the clause at 52.232-33. SPECIAL NOTICE - PERFORMANCE PERIOD: The performance period for the BPA is anticipated to be from October 1, 2011 through September 30, 2012. Quoters are hereby notified that Olympic National Park is also seeking to participate in the Defense Logistics Agency (DLA) Ground Fuels Program for COG 8 whereby DLA would award fuel contract(s) for Olympic National Park, and the BPA would be cancelled/terminated at the convenience of the Government. Upon cancellation/termination of BPA, any invoices due for fuel delivered to Olympic National Park by vendor in accordance with terms and conditions of the BPA will be paid in full. Olympic National Park's participation in the DLA Fuels Program is expected to be confirmed or denied by December 31, 2011.
