Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract to Alere Informatics, Inc. for procurement of the following software license agreement: Item# Description: 0001 Software License Agreement; Remote Automated Laboratory Systems (RALS) module, for Accriva Diagnostics Hemochron Signature Elite; quantity: six (6) instruments. Point of care testing connectivity software used to post patient test results to the electronic patient record (Vista/CPRS). Service Location: South Texas Veterans Health Care System Audie Murphy VA Medical Center 7400 Merton Minter Blvd. San Antonio, TX 78229-4404 Requested need date: 4/15/2019 Period of Performance: 12 Months Options: Four (4) [TBD] The proposed sole source procurement will be made by an open market pricing agreement with Alere Informatics, Inc. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. The government will not be responsible for any costs associated with the preparation of responses to this notice. If no affirmative written response is received within 5 days from the publication of this notice, a contract/order will be issued to Alere Informatics, Inc. without any further notice. The proposed action is for services for which the government intends to negotiate with only one source. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
