70--VISN 19 RTLS Wavemark Maintenance Base + Four Option Years- Intent to Sole Source

The Department of Veterans Affairs, Network Contracting Office (NCO) 19 hereby provides notice of its intent to award a Sole Source, firm fixed price contract to Wavemark, Inc., 300 Baker Ave Ste 207, Concord, Massachusetts 01742. The contract is expected to be awarded under FAR Part 13.5. A Sole Source Justification has been prepared. The contract will be for Wavemark to provide software and hardware support to include hardware maintenance, software maintenance, interface maintenance, database administrator support services, and support services for all Wavemark Cath Lab inventory management systems recently installed and in use at Eastern Colorado Health Care System (ECHCS), Oklahoma City VA Health Care System (OKC VAHCS), and Salt Lake City VA Medical Center (SLC VAMC). The contract will also include unlimited parts for cabinet and workstation hardware, software support with unlimited upgrades and updates, refresher online training for new and existing staff, software integration with clinical and technical consultation for the Wavemark Cath Lab inventory management systems at ECHCS, OKC VAHCS, and SLC VAMC. This will be on a Base + Four (4) Option Year contract. NAICS code: 811219, Other Electronic and Precision Equipment Repair and Maintenance (SBA Size Standard $20.5M) THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than May 09, 2018, 3:00 PM, MT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs, NCO 19 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
