Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to award a firm-fixed priced contract without providing for Full and Open competition to Roche Diagnostics Corporation for the procurement of the following services: 0001: Equipment Maintenance Services, Model: COBAS X480, Mfr.: Roche Diagnostics, Unit of Issue: MO, Qty.: 12 0002: Equipment Maintenance Services, Model: COBAS Z480, Mfr.: Roche Diagnostics, Unit of Issue: MO, Qty.: 12 0003: Equipment Maintenance Services, Model: Ampliprep, Mfr.: Roche Diagnostics, Unit of Issue: YR, Qty.: 1 0004: Equipment Maintenance Services, Model: Taqman, Mfr.: Roche Diagnostics, Unit of Issue: YR, Qty.: 1 Service Description: Contractor shall provide equipment maintenance support; Classic Service Support; on-site. Services include unlimited services visits Monday thru Friday from 8:00 AM to 5:00 PM, excluding holidays. Customer Support Center Specialists available 24 hours a day, to assist in troubleshooting. All necessary warranted repair parts and travel and labor to install parts. Labor and preventative maintenance (PM) kit for PM visit(s). Response for emergency repairs within 24 hours of request, Monday thru Friday. Remote access connectivity for problem identification. Equipment/Service Location: South Texas Veterans Health Care System Audie Murphy VA Hospital 7400 Merton Minter Blvd. San Antonio, TX 78229-4404 The proposed sole source procurement will be made with Roche Diagnostics Corporation, based on pricing from an open market quotation. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. All responsible sources may submit a response; which, if timely received, will be considered by the agency. If no affirmative written response is received within 5 days from the publication of this notice, a task order will be issued to Roche Diagnostics without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Pursuant to FAR 6.305(a), the justification shall be publicly available within 14 days after contract award.
