Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to award a firm-fixed priced contract without providing for Full and Open competition to Terumo BCT, Inc. for procurement of the following services: 0001: Equipment Maintenance Services, Apheresis System; Model: Spectra Optia, Mfr.: Terumo BCT, Inc., Unit of Issue: YR, Qty.: 1 0002: Equipment Maintenance Services, Apheresis System; Model: Spectra Optia, Mfr.: Terumo BCT, Inc., Unit of Issue: YR, Qty.: 1 1001: Option Year Services, 1002: Option Year Services 2001: Option Year Services, 2002: Option Year Services 3001: Option Year Services, 3002: Option Year Services Service Description: Contractor shall provide Full Service equipment maintenance support, on-site. Services include two (2) Preventative Maintenance services annually. Emergency service visits and repair services; response within 24 hours, Monday through Friday 8:00 AM to 5:00 PM (excluding holidays), includes labor, travel, expenses and replacement parts (except consumables) and all replacement parts for the equipment, as required, except for any service or replacement parts determined are required because of the user s failure to use the equipment in accordance with the operator s manual. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. All responsible sources may submit a response; which, if timely received, will be considered by the agency. If no affirmative written response is received within 5 days from the publication of this notice, an order will be issued to Terumo BCT, Inc. without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Pursuant to FAR 6.305(a), the justification shall be publicly available within 14 days after contract award.
