NAICS Code 541712, size standard 1000 employees. The Government intends, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements), to negotiate on a sole source basis with the Wayne State University, 5057 Woodward 13 floor, Detroit MI for this procurement to perform services to analyze tissue samples using liquid chromatography and mass spectroscopy and provide reports to the VA. Lab must be located within proximity of the John D Dingell VA Medical Center. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 2:30 PM EST on 07/21/2017.
