J--BUILDING SOFTWARE MAINTENANCE - 585 585-C4 BASE YEAR 4/1/2014 THRU 3/31/2015 PLUS FOUR OPTION YEARS

The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Energy Control & Design Inc. for service and maintenance of Apogee Building Automation System to include: software upgrades to Apogee system, labor, materials, tools, equipment and travel. System is currently in place at Oscar G. Johnson VAMC, Iron Mountain, MI. System controls the mechanical, lighting systems, temperatures, humidity, pressure, current flow, air flow, and other essential building factors. Manufacturer is Energy Control & Design Inc. Energy Control & Design Inc. is the only vendor capable of providing service and software upgrades to equipment manufactured by Energy Control & Design. This procurement is being conducted in accordance with FAR 12 & 13 Single Source and no other vendor will satisfy agency requirements. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 5:00 PM (CST) February 17, 2014. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Energy Control & Design Inc.
